They can be created by any member and are reviewed by EDC leadership before being approved and made official. All certifications are accompanied by a checklist {{Emdash}} in the form of a Google Sheet with a standard format {{Emdash}} which serves as a list of actions that, if observed as being satisfactorily performed, is indicative that the individual has learned the skill or skills the certification aims to teach.

In non-casual operations ran by EDC there is usually a sign-up sheet. A person who does not possess the relevant certification for a desired role is not permitted to sign up for that role. Sign-up sheets as a general rule do not list ''every slot of a given role.'' This way, on game day, it is possible for someone even without the appropriate certification to get a chance to play said role. However, on game day, anyone who wishes to slot into it who ''does'' possess the certification takes priority. Similarly, if no one signs up for the role, on game day, anyone with the certification will get priority and {{Emdash}} if after that the role is still not slotted {{Emdash}} anyone may do so on a first-come-first-serve basis.
The primary purpose is to give in-depth information on how to perform a specific role in a squad, such as a medic, and then incentivize learning the information by giving those with a certification on a role priority to play that role during non-casual operations. This is achieved through sign-up sheets where only a person with the relevant certification being allowed to sign-up ahead of time for said role. That said, a certification is not designed to gatekeep the role ''entirely''. Sign-up sheets as a general rule do not allow pre-selecting ''every slot of a given role'', that way it is possible for a non-certified person to get it on a first-come-first-serve basis on the day of the operation. Still, it ''is'' demonstrably harder to get to play a certified role without the certification than without it.

Verification of certification will be on the honor system, though if leadership suspect foul play they may use EnduraNet to verify. It is not advised to lie. The member may have the certification revoked, be disciplined in some other manner, be barred from participating in the operation in question, or any combination thereof.
